This document provides a final report on a traffic and financial analysis study conducted for the Karachi-Hyderabad Motorway (M-9) in Pakistan. The study utilized various survey methods including traffic counts, occupancy surveys, travel time surveys and willingness to pay surveys to analyze existing traffic conditions. Traffic projections were developed through 2025 using demand forecasting and modeling. Capacity analysis found the highway will need improvements to accommodate future traffic volumes. Financial projections estimated toll revenues over a 30-year concession period would be sufficient to recover improvement costs and provide returns to investors. Key recommendations included setting appropriate toll rates and a phased program of interchange upgrades and lane additions along the highway.
