Will poor construction quality negate
your profits ?
Aniruddha Kulkarni
*The cost of poor quality remains hidden and eats
up to 40% revenues of the enterprise. Success
factors that reduce poor quality in construction
needs to be evaluated through a well documented
programme.
* Mashwama, N,X; Aigbavboa, C & Thwala, D. (2016).Investigation of construction stakeholder’s perception on the effects and cost of construction dispute in Swaziland. Procedia Engineering. 164: 196-205
The systematic and objective assessment of an on-going or completed project or
programme, its design, implementation and results.
Project evaluation provide information about
how well the programs are operating.
A process evaluation focuses on program
implementation and operation(Procedures,
Decisions Stage operations)
A Outcome evaluation is used to identify the
results of a program’s effort(Implementation of
specifications and results)

Project Success Evaluation Framework for Quality
* Mashwama, N,X; Aigbavboa, C & Thwala, D. (2016).Investigation of construction stakeholder’s perception on the effects and cost of construction dispute in Swaziland. Procedia Engineering. 164: 196-205
*54% of the construction defects can be attributed to human factors like unskilled workers or
insufficient supervision of construction works

Expectations
Why quality evaluation for projects under construction?
 Large number of elements that make up a
process.
 High level of interdependencies between
processes
 High amount of mechanical and electrical
installations
 High degree of technology

Readiness of Evaluation?
https://siteselfies.com/
Extent to which an activity or a program can be evaluated
in a reliable and credible fashion in order to ascertain
whether its objectives are adequately verifiable. This also
ensures determining whether a subject is ready for an
evaluation so that the precious evaluation resources are
used at most appropriate time
Evaluability?
Readiness?
QUICK CHECKLIST FOR ASSESSING THE READINESS FOR EVALUATION
Description of Checklists YES N
O
Clearly defined results map and understanding
the subject of evaluation?
Is there a well-defined results framework and
statements, outputs, inputs and activities clearly
defined? Are indicators SMART*
Is there required data for evaluation inform of
checklists, method statements, criteria of
evaluation and, rating system?
Is the purpose of the evaluation clearly defined
and shared amongst stakeholders and project
Managers?
Are there sufficient resources (human and
financial) allocated to evaluation? Is Skill Matrix
documented?
*referring to achievable, relevant and time-bound.
Questioning the evaluators
Does the evaluation methods in the evaluators’ *inception report respond to each of the
following questions:
• What evidence is needed to address the evaluation questions?
• What data collection method(s) will be used to address the evaluation criteria and questions? Why
were these methods selected? Are allocated resources sufficient?
• What is the framework for sampling? What is the rationale for the framework?
• How the programme participants and other stakeholders will be involved?
• What are the planned procedures, timing, and physical infrastructure that will be used for gathering
and handling data?
• How will the information collected be analyzed and the findings interpreted and reported?
*The inception report is a means of ensuring mutual understanding of the consultants or evaluators plan of action and timeline to conduct evaluation

What to expect in a report?
Aniruddha Kulkarni. statsengineering@gmail.com
A quality evaluation report is expected to be(but not limited to):
 Well structured and complete
 Having *qualitative approach wherever required.
 Detailed with what is being evaluated and why
 Detailed with present findings supported by credible evidence
 Acknowledging limitations and considering external factors
 Drawing conclusions about findings based on of the evidence
and rate the study.
*Qualitative indicators reflect people’s judgments, opinions, perceptions and attitudes towards a given situation or subject. These indicators can include awareness,
understanding, quality and perception results.
