Method Statement for Execution of the Civil Works for the 
Refurbishment of the Agricultural Laboratory of the University of 
Liberia 
· Receipt of Contract 
When the contract is awarded to City construction Inc. the following will be executed in a 
suitable and shortest time as per steps laid down below. 
The works that will be carried comprise of the following: 
· Carry out Pre-demolition and Refurbishment survey to identify all walls as shown in 
dotted line and concrete shell to be clean within the existing structure to be used as 
Main Laboratory Building. 
· Demolition of walls, clearing and storing debris for future use if necessary and 
preparation of site. 
· Excavation of new foundations. 
· Use of equipment to construct the existing and new buildings sub and superstructure. 
· Scaffolding 
· Consultants shall supervise these works, produce verification reports and carry out the 
necessary checking of materials and testing of concrete when required.

 General 
This method statement has been prepared on the basis of the tender information as issued 
and gives an indication of our general approach to the construction and management of 
the project. 
We have included our intentions for managing and supporting the project and the 
particular approaches that will be taken for certain key aspects. 
 Pre-construction 
Prior to commencement of site works, an external survey will be carried out to confirm 
the existing site levels, extent of any existing services and the condition of the existing 
environs. 
These will be plotted on a drawing and a photographic record will be taken, which will be 
maintained as a record throughout the stages of the contract. 
 Site Establishment Managements 
The site establishment will be managed by the site supervisor who will be stationed at site until 
the project is completed. He will take steps for ensuring that all resources, man and materials 
are available at site in time. All of our site staff will be governed by rules and procedure of City 
Construction Inc.which will include the following: 
· Working conditions 
· Health and safety(All of our site staff will be tested before the work commencement of 
contract when awarded) 
· Conduct at site 
· Facilities at site 
● Reporting of site activities to head office on regular basis. 
Personnel 
All personnel will be inducted prior to gaining access to the site. They will be informed of the 
specific site rules required in the preliminaries relating to this project as well as City 
Construction Inc. site rules and their own companies method statement 
Listed below are key personnel that will be present on site:

· Project Engineer (Civil Engineer) 
· Site Supervisor ( Civil Engineer) 
· Laborers 
· First Aiders (Nurse) 
· Employer Representative 
 Scaffolding 
Scaffoldings where required, will be independent to suit the nature; location and type of the 
particular operations. All scaffolding will be securely tied to the structure and will include 
suitable ladder access. Scaffolding will be provided, erected and maintained in accordance with 
all current statutory regulations. No person other than certified competent scaffolders will be 
permitted to erect, alter, adapt or dismantle any scaffolding. 
 Dust and Debris 
The site will be kept clean and tidy at all times and will accord with any statutory requirements. 
Particular attention will be given to preventing the contamination of existing water courses. 
 Working hour 
There will be one hour of break during every working day for lunch. All employees of ours will be 
identified with a tag symbolizing our company name and location with numbers on it. 
Time arrangement 8.00 am – 5.00pm Monday – Saturday (12noon-1:00pm lunch time) 
 Equipments for work 
These are equipments that will be used to execute the project when the contract is awarded to 
us. 
Excavator fitted with shears selector grab 
Demolition tracked machine fitted with controlled attachments tractor and towable water 
bower and jet spray for dust suppression

4 utility mobiles for elevating demolished materials 
4 tankers for sucking of oil and fuel 
1 Water pumps 
 Security and Warehouse 
All necessary registers, diary, time book method statement, health and safety plan will be kept 
on site under the control of the project engineer and can be inspected at any time. All accidents 
are to be reported to and entered in the site accident book. 
A supply of spare hard hats, overalls, gloves, and goggles masks, all of these materials will be 
store on site. 
City Construction Inc. will ensure a high standard of health safety carried out at all times on site. 
All operatives on site must wear full PPE accordance with the health safety requirements 
including safety boots, hard hats and a high visibility vets or coat as standard. 
No smoking on site policy will be adhered to at all times; smoking will only take place in the site 
designated area. 
There will be private guards appointed to ensure that all properties and lives are well taken care 
of on site at all time. 
A temporary warehouse will be built when the contract is awarded to us before the start date of 
the contract for storage of materials that should not be exposing to water and etc.

The above method statement has been developed specifically to demonstrate our 
understanding of the project requirements and the detailed methodology required to carry 
out a project of this nature, in the most viable and safe manner to achieve a completed 
project to the satisfaction of all parties involved.
