1. Purpose & Scope
This plan provided for structure of DSTP excavation and associated work to
ensure compliance with contract specification and BNBC 2006.
The plant is located in low lying area and sand filling work to an average
elevation is already completed. As the construction drawing, all of the
excavation and backfilling work of the structure of DSTP will be on the filling
sand layer. This procedure provides a standardized framework for the control
of excavation, earthwork, storage and filling of filling sand for foundation
treatment.

1) Volume 2 & 4: technical proposal & technical specification.
2) Bangladesh National Building Code 2006.
3. OrganizationResponsibility
The organization of site includes Construction Manager, Site Manager, Site
Engineer and Site Safety Officer for the structure excavation and associated
work.
Construction Manager gives instructions to Site Manager to ensure that all
safety requirements are comply all the times.
Site Manager Reports to the Construction Manager will be in-charge of the
construction. He will coordinate all concerned parties and ensure site works are
completing in time and with proper quality.
Site Engineer reports to the Site Manager will be in charge of the construction
quality. In order to contact with them on site instantly, the detailed information
about them will be provided as follow.

Site Safety Officer who create and maintain safe working conditions in all
operations.

5.2 Survey and Setting Out
Prior to commencement work, a level survey will be carried out to confirm the
information included on the contract drawing and to provide an accurate record
of the existing ground levels (E.G.L) for the calculation of quantities.
Before the trench excavation, the alignment of structure shall be surveyed and
set out accurately and submit the report to the consultant and approved by them.
5.3 Excavation Work
1) Excavator will be used for excavation and dump trucks will be used to
transport the excavated material to the suitable place for temporary storage.
The excavated material will be backfilled after the structure work completed.
2) The excavation will be done according to the location of survey and setting
out, professional construction personnel will be arranged to in charge of the
work.
3) The excavation will be done in which method that the excavate level shall
be controlled time to time to avoid over excavate happened.
4) After reaching the designed formation level, consultant’s representative
shall be requested in writing to inspect and approve the formation prior to
the commencement of any subsequent activities.
5) If water is encountered, dewatering measures, such ditches drainage
should be applied. Dewatering should be conducted carefully when it is in
the vicinity of the buildings or structures so as to avoid the damage of
buildings or structures. Great care shall be taken to minimize noise, vibration
and dust pollution, which can cause nuisance and damage.
6) For slop protection of the foundation excavation suitable method will be
adopt to prevent slope instability.
a) For most of the structures in DSTP which have enough space, slop
excavation method will be adopted and the slop will be control.
b) The inlet pump station of DSTP will use steel sheet pile for foundation
protection due to its excavation depth is very deep.

c) Some other structure or pipeline at site can’t use the method of open
excavation the sheet pile may be used as required of the site condition.
5.4 Filling for Foundation
1) Before placement of the fill, the existing ground surface shall be stripped of
all organic growth, timber, rubbish and debris. After stripping, the ground
surface shall be compacted.
2) Filling should be done from both sides of pipe line in such a way that, the
pipes may not shove away. Include the filling material quality around the
pipe for 0.5 m.
3) Excavated foundations will be back-filled with excavated material and the
material is filling sand. Roller (15t) will be used as required to compact the
excavated material which will be compacted layer by layer as require depth.
Watering the backfilled sand as required after filling work completed for self-
compaction.
6 Safety and Health
Every excavation shall be provided with safe means of ingress and exit kept
available at all times.
1) Safety equipment as necessary
2) Safety induction for New Employees
3) Inspection of Machinery everyday
4) Safety tool box talks to be convened and attended by all personnel to do
the work prior to starting which will be given instruction the hazards and
safe systems of work.
5) Strictly following the approved HSE plan is necessary.
6) Guard rail of 1m height should be provided.

7 Quality Plan
HydroChina intends to implement its quality control in accordance with the
approved Quality Plan of the project. The quality of our activities will be set to
conform to our commitment to provide a level of service and operational
standard that complies with Project technical specification.
