Definitions
Pay – The amount drawn monthly by a GS as –
(i) the pay in the pay level in the Pay Matrix
(other than special pay or pay granted in
view of his personal qualifications), which
has been sanctioned for a post held by him
substantively or in an officiating capacity, or
to which he is entitled by reason of his
position in a cadre; and
(ii) overseas pay, personal pay and NPA ;
and
(iii) any other emoluments which may be
specially classed as pay by the President .

Special Pay – an addition, of the nature
of pay, to the emoluments of a post or
of a GS, granted in consideration of –
(a) the specially arduous nature of the
duties
(b) a specific addition to the work or
responsibility

(eg. Special Pay to cashiers, Telephone
Operators drawn from the general
clerical cadre)

Substantive Pay – The pay other than special pay,
personal pay or emoluments classed as pay by the
President under Rule 9 (21) (a) (iii) , to which a GS is
entitled on account of a post to which he has been
appointed substantively or by reason of his
substantive position in a cadre.

Personal Pay: The addl Pay granted to a GS:-
(a)To save him from a loss of Substantive Pay in r/o
Permanent Post other than a tenure Post due to a
revision of Pay or to any reduction of such
substantive pay otherwise than as a Disciplinary
Measure OR
(b)In exceptional circumstances on other personal
considerations [FR 9 (23)]

Presumptive pay of a post – when used
with ref. to an particular GS , means
 the pay to which he would be entitled
if he held the post substantively and were
performing its duties.
 does not include Special Pay unless
the GS performs or discharges the work
or responsibility, in consideration of
which the special pay was sanctioned.

Time Scale – pay which rises by periodical
increments from a minimum to a maximum
[F.R. 9(31)(a)]
Identical Time Scales – If the minimum and
the maximum of the Pay Level attached to
the posts are identical; the posts fall in
different cadres; the duties and
responsibilities of the posts are, however,
not taken into consideration; eg. posts of
Research Officer and Section Officer
belonging to different cadres.

Same Time Scale – The minimum and the
maximum of the Pay Level attached to the
posts are identical; the posts fall within a
cadre ; posts involving duties of
approximately the same character and
degree of responsibility in a service,
establishment (s); the pay of the holder of
any post is determined by his position in a
cadre or class and not by the fact that he
holds that post; eg. posts of ASOs in MHA
cadre are on same scale of pay.

Government from any source other than
the Consolidated Fund of India/State/UT.

A Govt. servant drawing pay of Rs.33,300 w.e.f 01.07.16 on a post in the Level 4 was
promoted on adhoc basis to a post in the Level 6 w.e.f 23.09.2016. He is reverted on
17.09.2019 and again promoted on 15.02.2020. Find out pay he is entitled for from time to
time.

Definitions Pay – The amount drawn monthly by a GS as – (i) the pay in the pay level in the Pay Matrix (other than special pay or pay granted in view of his personal qualifications), which has been sanctioned for a post held by him substantively or in an officiating capacity, or to which he is entitled by reason of his position in a cadre; and (ii) overseas pay, personal pay and NPA ; and (iii) any other emoluments which may be specially classed as pay by the President . [F.R. 9(21)(a)(i)]

Special Pay – an addition, of the nature of pay, to the emoluments of a post or of a GS, granted in consideration of – (a) the specially arduous nature of the duties (b) a specific addition to the work or responsibility [FR 9(25)] (eg. Special Pay to cashiers, Telephone Operators drawn from the general clerical cadre)

Substantive Pay – The pay other than special pay, personal pay or emoluments classed as pay by the President under Rule 9 (21) (a) (iii) , to which a GS is entitled on account of a post to which he has been appointed substantively or by reason of his substantive position in a cadre. [FR 9(28)] Personal Pay: The addl Pay granted to a GS:- (a)To save him from a loss of Substantive Pay in r/o Permanent Post other than a tenure Post due to a revision of Pay or to any reduction of such substantive pay otherwise than as a Disciplinary Measure OR (b)In exceptional circumstances on other personal considerations [FR 9 (23)]

Presumptive pay of a post – when used with ref. to an particular GS , means  the pay to which he would be entitled if he held the post substantively and were performing its duties.  does not include Special Pay unless the GS performs or discharges the work or responsibility, in consideration of which the special pay was sanctioned. Time Scale – pay which rises by periodical increments from a minimum to a maximum [F.R. 9(31)(a)] Identical Time Scales – If the minimum and the maximum of the Pay Level attached to the posts are identical; the posts fall in different cadres; the duties and responsibilities of the posts are, however, not taken into consideration; eg. posts of Research Officer and Section Officer belonging to different cadres. [F.R. 9(31)(b)]

Same Time Scale – The minimum and the maximum of the Pay Level attached to the posts are identical; the posts fall within a cadre ; posts involving duties of approximately the same character and degree of responsibility in a service, establishment (s); the pay of the holder of any post is determined by his position in a cadre or class and not by the fact that he holds that post; eg. posts of ASOs in MHA cadre are on same scale of pay.   • 8. Definitions Contd… Foreign Service – Service in which a GS receives his pay with the sanction of Government from any source other than the Consolidated Fund of India/State/UT. [FR 9(7)] Tenure Post – Permanent post but the incumbent appointed for a specific tenure. [FR 9(30A)]
  • 9. INCREMENT PERIOD WHICH COUNTS FOR INCREMENT (i) All duty on a time-scale counts for increment. (ii) Service in another post (except in a lower post), in substantive, officiating capacity, deputation. (iii) Leave (except E.O.L. otherwise on MC) Exception - EOLs to be counted automatically (a & b) (a) EOL (civil commotion) (b) EOL for higher Scientific and Tech studies (c) Beyond G.S. control - Apptt. Authority may allow

INCREMENT The following are duty •Foreign service (lien in substantive post) •Joining Time •Training – Authority competent to appoint G.S. empowered to treat the period of training or instruction in India as ‘DUTY’ - Trg. To be Connected with the post held by G.S. at the time of placing him on training AND the G.S. should be drawing the pay of the post during training.
  • 11. INCREMENT  BROKEN SPELLS OF AD HOC PROMOTION WILL COUNT FOR INCREMENT Qualifying service of less than six months on account of EOL (without MC) - postponement of increment to next year(01 Jan/01 Jul)
  • 12. PAY FIXATION Pay Fixation under normal rules are held under FR 22. Circumstances in which Pay Fixation Rules are to be applied • First Appointment [FR 22 (I) (b) ] • Appointment to Another Post (Promotion) [Involving Higher Responsibility] [FR 22 (I) (a) (1) ] • MACP • Appointment to Another Post [Not Involving Higher Responsibility] [FR 22 (I) (a) (2)] • Appointment to a Lower Post on his/her own request under FR 15(a) [FR 22 (I) (a)(3) ] • Policy Revision.

FIXATION OF PAY FITMENT FACTOR 2.57 (FOR ALL EMPLOYEES) NEW PAY = EXISTING BASIC PAY (INCLUDING G.P)*2.57 (ROUNDED OFF TO THE NEAREST RUPEE) IF FIGURE SO ARRIVED AT WILL BE LOCATED IN THE LEVEL CORRESPONDING TO G.P. IN THE PAY MATRIX. IF SUCH FIG. IS AVAILABLE IN THAT LEVEL THE SAME SHALL BE THE PAY, IF NO SUCH CELL IS AVAILABLE THE PAY SHALL BE FIXED AT THE IMMEDIATE NEXT HIGHER CELL. [RULE 7(1)(A)(i)] IF THE ABVE FIG, IS LESS THAN THE FIRST FIG AVAILABLE IN CORR. LEVEL THEN PAY WILL BE FIXED AT FIRST CELL OF CORR LEVEL. [RULE 7(1)(A) (ii)]

At what stage will his pay be fixed? What will be the date of next increment? • 01 Jan 2016 B.P. ₹ 33,300 (Level 4) he was appted in Level 2 on 17.05.16 Step 1 :- Since appointed on his own request Step 2:- Look same Fig. in Level 2 which is not available Fix his Pay at immediate below i.e. ₹ 33,000. But he can’t draw pay less than ₹ 33,300 So also Give him ₹ 300 as PP to be merged in future increments. DNI will remain same. i.e. 01 Jul 2016.
