- 9. Section 504 Rehabilitation Act 1973 defines disability as "physical or mental impairments which substantially limit one or more major life activities". "Major life activities" include such functions as caring for one's self, performing manual tasks, walking, seeing, hearing, speaking, breathing, learning, and working.
