Demurrage charges are levied when there is a delay in release of
consignments lying at ports. Usually such delay occurs due to incomplete
documentationlpapers. Problem becomes more acute when the consignment is
delivered at various ports, against a single purchase order. To avoid occurrence
of such instances wherein demurrage charges were imposed on AAI, following
guidelines are issued for implementation:
1. in case of multiple ports of delivery against a single ‘purchase order‘,
separate DGFT and WPC licence should be got issued for each port for
presentation to Custom Authorities for release of consignment.
2. Concerned ED will nominate a Nodal Officer of Glvl rank, who will act as
Project-in-Charge and it will be the responsibility of Project-in-Charge to
coordinate with concerned Department for issue of required licence(s) and
concerned officer at station, where the item is consigned for. Project-in-
Charge will keep a track of each consignment right from boarding on
vessel, till its release from Custom Authorities, at the assigned port.
3. it will also be ensured by the Project-in-Charge that the original
documents are arranged through Bank where LC is opened (upon
realization of payment) and are dispatched promptly in time to the
consignee port to facilitate timely release of consignments.

During intensive examination of HVAC work of a terminal building, CTE
observed that the electrical panels have not been designed properly.
It is, therefore enjoined upon all the engineers that while approving
design! drawing of electrical panels following points should be kept in mind
and its compliance ensured with due diligence at site.
is The minimum clearance to be maintained for enclosed indoor air
insulated bus-bar for medium voltage applicable shall be as per clause
7.2 (iii) — (f) of CPWD General Specification for Electric Work (Part — I —
internal) — 2005. The bus-bars shall be made of wrought aluminium or
aluminium alloy, or electric grade copper, confirming to retevant Indian
Standard, as specified.
>>- The Bus-bars and main connections shall be marked by colour or letter
as per table 7 of CPWD General Specification for Electric Work (Part — l
- Internal) — 2005.
in The capacity of incoming should be selected taking into consideration
the total outgoing capacitv of the feedersfload.

The bus bar system may comprise of a svstem of main horizontal bus
bars and ancillary vertical bus bars run in bus bar alleys on either side
of which the circuit could be arranged with front access cabie entries.
Proper selection of size of bus bar as per current carrving requirement
with suitable bus bar supports keeping in mind the fault level considered
for the LT panels must be ensured.
Panel should be designed to ensure easy and convenient maintenance.

ICAO Aircraft Accident/ Incident Data Reports (ADREP) have indicated that aircraft
undershooting or overrunning the runway during. landings or take~offs suffer
significant damage. To minimize such damage, it is considered necessary to provide
an additional area beyond the ends of the runway strip. These areas, known as
Runway End Safety Areas, should be capable to adequately supporting any aircraft
which overruns or undershoots the runway and should be clear of all equipment and
installations which are not frangible.
Provision and proper maintenance of Runway End Safety Areas (RESA) minimizes
the risk and impact of incidents relating to undershooting or over running of runway,
escalating into major accidents, causing serious damages to aircraft and injury_to
passengers and crew.
Qimensions of RESA
i) A Runway End Safety Area should as far as practicable extend from the end of
runway strip to a distance of
- 240 m where the code number is 3 or 4.
- 120 m where the code number is 1 01 2.
A Runway, End Safety Area shall extend from .he end of runway strip to a
distance of at least 90 m.
ii) The width of runway end safety area shall be at least twice that of associated
runway. P
Slopes Q11 RESA
i) General
The slopes of a runway end safety area shall be such that no part of the runway
end safety area penetrates the approach or take-off climb surface.
ii) LongitudinalSlopes
The longitudinal slopes of a runway end safety area shall not exceed a
downward slope of 5 percent. Longitudinal slope changes should be as gradual
as practicable and abrupt changes or sudden reversals of slopes avoided.
iii) Transverse Slopes A
The transverse slopes of a runway end safety area shall not exceed an upward
or downward slope of 5 percent. Transitions between differingslopes should
be as gradual as practicable. _ -

Clearing and Gradingof RESA
i) A runway end safety area shall provide a cleared and graded area for
aeroplanes which runway is intended to serve in the event of an aeroplane
undershooting or overrunning the runway.
ii) The surface of the ground in RESA does not need to be prepared to the same
quality as the runway strip.
Strength ll
i) A rimway end safety area should be so prepared or constructed as to reduce
the risk of damage to an aeroplane undershooting or overrunning the runway,
enhance aeroplane deceleration, and facilitate the movement of rescue and fire
fighting vehicles.
ii) Since the graded portion of a strip ismprovided to minimize the hazard to an
aircraft running off the runway, it should be graded in such a manner as to
prevent the collapse of the nose landing gear to the aircraft. The surface should
be prepared in such a manner as to provide drag to an aircraft and below the
surface, it should have sufficient bearing strength to avoid damage to the
aircraft. To meet these divergent needs, the following guidelines are provided
for preparing the strip. Aircraft manufacturers consider that a depth of 15 cm is
the maximum depth to which the nose gear may sink without collapsing.
Therefore, it is recommended that the soil at a depth of 15 cm below the
finished strip surface be prepared to have a bearing strength of California
Bearing Ratio (CBR) value of 15 to 20. The intention of this underlying
prepared surface is to prevent the nose gear from sinking more than 15 cm. The
top 15 cm may be of lesser strength which would facilitate deceleration of
aircraft. _
Guidelines for maintenance
|'
Once RESA is designed and provided as Soft Ground Arrestor System, the onus of
maintaining it properly to achieve the desired objective is that of Airport Incharges
and maintenance engineers responsible for operational area. Following points need
special attention to maintain RESA :-
- the area is levelled, made free of wild growth, pot holes/rat holes etc.
~ humps and depressions should be eliminated. ,
~ grass should not be allowed to exceed 10 cm in height. .
1- Periodical plouging of the top layer will help degrading the speed of the
aircraft effectively. Suggested periodicity is 2-4 weeks.
This TI is issued to bring the above salient points (relating to RESA), to the notice of
all APDs/APCs/Airport Incharges/ ATM & Engineering officers entrusted with job
of maintenance and upkeep of operational area. ICAO Guidelines/Standards, Civil
Aviation Requirement (CAR) and AAI circulars issued with regard to subject, may
also be referred :- r 1'
i) DARA circular No. 07/2003- dated 18.12.2003 : Maintenance and upkeep of
Runway and Taxiway strips and Runway End Safety Areas (RESA) and other
parts/ operational areas at Aerodromes.

deviation from the above, the value given in the above table shall
increased by 1N/mm2.
CTEO during investigation of a work had made following observations in the
mix design report received from the Institution:
i) Standard deviation for grade M 30 is considered as 6 Mpa instead of 5 Mpa
ii) Exposure condition not mentioned in the mix design report
Following directions are for implementation in the concrete mix design. Further
scrutiny of the design mix repod shall be done by site officials accordingly to
ensure its conformity:
a) The value of standard deviation may be taken from the following table for
design of mix for the first instance:

b) As soon as 28 days strength test results of 30 samples (each sample
consisting of 3 cubes) are available, actual Standard Deviation (SD) shall be
calculated and the concrete mix shall be designed using actual calculated
SD, subject to a minimum value of 3.0 Mpa

3. The general environment to which the concrete will be exposed during its
working life can be classified into five levels of Severity, that is, Mild,
Moderate, Severe, VerT Severe and Extreme. Therefore, exposure
condition should be considered and specified in the concrete mix design report
as described in Table 3 (clause 8.2.2) of IS 456:2000. The exposure condition
affects the durability of the concrete and therefore is an important factor to be
considered in determining the cement content in the concrete mix design.
Considering the above factors and other relevant codal provisions, use of
optimum cement content shall be ensured to achieve economy in construction.
The above instructions shall be followed with immediate effect.

Sub: Addendum to Specification for Granular Sub-base (GSBC) & Wet Mix
Macadam (WMM) - reg.
It has been observed in one of the cases in NE Region that, it is possible to get all the
parameters of Granular Sub-base Material (GSBC) and Wet lvlix lvlacadam (WMM) well
within the speciflcation by blending the locally available river bed material with part of
crushed aggregate. Accordingly the following addendum has been made in clause-2 of
speciflcation of GSBC & WMM lssued vide Techntcal Circular dated 29.04.2015:
The following para to be added at clause 2.1 of GSBC (Page 1 of 22) / WMM (page 5 of
22)i
1. Locally avallable river bed material canalsobe used by blending river bed material,
river sand and soil with part of crushed aggregates to get all required parameters
well within the range of specification.
2. In general, North Eastern region and other airports where locally available
materials / river bed materials are used, the Analysis of Rates (AOR) for GSBC and
Wl4lvl to be modified accordingly.

Subject: - Use of LED lighting in Airports,
1. As per the directives of Ministry of Porarer, Government of lndia received through
Secretary MoCA, the installation of LED based lighting is mandatory in all Government
buildings as well as all community projects.
2. A Technical Circular vide ref. No. Ml/CHCUEngg-EfiC-LED/2014 dated 08.08.2014
was issued for use of LED fittings in upcoming projects as well as for replacing the
existing conventional light fi tting.
3. The relevant lS specilications for LED Luminaries are more than 5 years old and not
revised till date. Due to the continued research and development in this field by
manufacturers, there is a need lo revise certain technical parameters of LED light
fittings to match the current advancements.
4. There are various LED light littings manufacturing companies in open market, which
meet the relevant specifications for lndoor & Ouldoor purposes as per the current
advancements.
5. Therefore, NIT approving Authority while approving the make of LED luminaries shall
ensure that the make selected / proposed: -
a. Shall comply with the relevant lS specifications with up to date amendments.
And
b. Meet the Technical parameters enclosed as Annexure-l
6. Accordingly, this Technical lnstruction supersedes the earlier Technical Circular issued
vide ref. No.AAl/CHQ/Engg-EIIC-LED/2014 dated 08.08.2014.
It is enjoined upon all engineers for strict compliance.

Subr Composite Rate Contract for Civil and Electrical Minor Capital Works on
Percentage Rate Basis.
It is noticed in the past that CAPEX at station/AirporvRHQ level invariably fall short due to
long processing time taken for executing multiple minor capital work. In the process
airports suffer due to lack of passenger amenities and sometimes fails to meet operational
exigencies resulting into public critics and bad image of AAI.
2. In general Engineers posted at field stations are found busy in calling/ finalizing
tenders, In view of multiple minor capital works, the load on MU/SAU is also increased
multiple folds.
3. To streamline and expedite the execution of minor capital works at faster pace, it
has become imperative to adopt rate contract system as per procedure appended below,
lvlainly minor capital work shall be dealt under this system.

4.1.2 The preliminary estimate shall be prepared based on appticabte DPAR/DSR (Civil or
Eledrical).Separate estimates shall be prepared for work in operational areas, including
terminal facilities ,non-operational areas , works in residential area including CISF
barrack and allied works. The item for structural design/soil investigation/survei works
etc be included in preliminary estimate and same shall b! made part oi eOq.The iiem like
supply of manpower etc shall not be included in the estimate. )irfield pavement work of
Runway, taxi ways and apron shall not be included and the sdme to be executed
separately,
4.1.3 C_ombined- list of works be got approved by administrative authorities i.e. RED/
Airport Director/Principal CATC/Airport In-charge in line with prevailing DOp provisions. It
shall be ensured that the estimated cost of combined work in each caiegory as deflned in
para 4.3.4 shall not exceed the M&ES powers of station in charge.

4.2 Accord of Administrative Approval and Expenditure Sanction (M&ES):-
The M&Es shall be accorded by competent authority as per Delegation of Powers for the
combined work. The details of schemes included in the estimate shall be clearly brought
out in history sheet for enabling Finance Offlcer to ascertain budget provisions. After
accord of M&ES, the estimate shall be processed for Technical Sanction.
43 Technical Sanction and preparation of NIT:-
4.3.1 All such estimates shall be technically sanctioned by the competent authority as per
delegation of powers but not below the rank of IIGM/DGN4. Percentage Rate Notice
inviting tender (N.I.T.) shall be prepared on approved GCC and same shall be approved
by the authority that has accorded the technical sanction.
4.3.2 Applicable DSR (Civil & Electrical) shall form part of Schedule 'A'. In case it is
foreseen that certain lYarket Rated Items are required to be included in Schedule'A', then
such items shall be included in Schedule'A'and rates of such items shall be worked out
based on prevailing market rates and such rate shall be reversed back to make it at par
with applicable DSR by applying prevailing cost index. Presently for civil works CPWD DSR
2016 is applicable and same shall be base DSR. In case for electrical works, if DSR of
2016 is not available and older DSR viz 2014 etc. is available , then the rates shall be
brought at par with base DSR i.e at 2016 level by suitable enhancement/abatement.
4.3.3 The Draft NIT shall contain list of work to be executed alongwith their tentative
costing and time period for completion. Prioritized list of execution shall also be made part
of tender document, if necessary to bind the agencies contractually. Work speciflc special
conditions, technical speciflcations if any, shall be included in NIT by TS authorlty.
4.3.4 Capital work to be categorized as under;
(i) Works in operational area and terminal facilities.
(ii) Works in non operational area.
(iiD Work in residential area including CISF barracks and allied works.
TendeB be calted location wise as it is preferable to have more than one agency for
speedy execution and to have alternate agencies in case of exigencies. Considering the
maqnitude of work locations be clubbed for smaller airports/low value of tender'
4.4 Call of tenders & fixing of Agenciesr
4.4.1 Percentage Rate Tenders based on applicable DSR (Civil & Electrical) for technically
sanctioned estimate shall be called from intending bidders. The estimated cost put to
tender shall be 500/o of total estimated cost and eligibility criteria shall be kept based on
600/0 of total estimated cost.

The tenderers eligible for this estimated cost of work shall only be permitted to
participate. Earnesl Money Deposit and Tender Fee shall be payable as per manual
provisions in proportion of the estimated cost put to tender.

4.4.3 The rates quoted by flrst lowest tenderer, if beyond acceptable limit, shall be
brought down to an acceptable level through negotiations. No negotiation shall be made
except L-1 bidder in any circumstances. Justification of offer shall be based on cost index
applicable to the airport.
4.4.4 All the other tenderers shall be given a counter offer to reduce their rates to the
rates quoted (or negotiated rates) by first lowest tenderer. In case L2 or L3 or both L2 &
U, don't agree for reduction of rates at par with L1 and other agencies L4, L5 etc. are
agree for reduction of rate at par with L1 then in such cases L4,L5 etc as the case may
be shall be selected. Agency(s) who agrees to reduce the rates at par with L1, shall be
selected in original order of position. A maximum of three agencies shall be seleded each
for operational area including terminal facillties and non operational areas tenders.
4.4.5 In case where two or more agencies have participated in tender process and after
opening of tender, no agency is agreed to reduce the rate at par with L1 , in such cases,
only 50% of total work shall be entrusted to L1 and fresh tenders shall be called for
balance work.
4.4.6 Tender rate shall be valid for 18 months from the date of issue of empanelment
letter or completion of allocated work to a bidder whichever is later. The tender rate may
be extendable with mutual consent of AAI and tenderer without any enhancement of
rates whatsoever the reason.
4.4.7 Tenders shall be accepted/approved by the authority as per delegation of powers
for the full estimated cost of work but not below the rank of JIGI4/DGM. However
finan€ial concurr€nce is required to be taken only once after finalizing the list
of eligible agencies.
4.5 Operation of Contract:
i. As and when requisition of works/jobs is received from user department, the same
shall be assigned to one of the short listed agency by JIGM/DGM starting from
original L1 with detailed schedule of quantities and time allotted for completion i/c
mobilization period.
ii. An agreement shall be drawn with bidder when work is allocated to them.
iii. Allotment of a work shall be decided by a committee headed by RED/Airport
Director as the case may be, and consisting of members from user dte., Finance
dte.& Engg dte. The subsequent work shall be assigned to alternate agencies on
rotation basis in the order of original order of position.
iv. It shall be ensured by RED/Airport Director that all the works listed under tender
shall be awarded to bidders within 12 months of empanelment. All prerequisite i.e.
NOC, DGCA clearance etc shall be obtained within specifled period. In case any
work is required to be allocated after period of 12 months then in such cases
committee shall record the reasons of delay in work allocation, However no work
shall be allocated after 15 months of empanelment.

V. It shall be ensured that original Ll bidder be allocated works amounting to approx.
50% of total estimated cost and subsequent bidder L2 and L3 be allocated works
amounting to 30olo and 20olo of total estimated cost with a permissible variation of
+ 5olo. Under no circumstances, bidder who ranked on lower side should be
allocated work of higher value than the bidder who is ranked above them.
In case of only two agencies, the work shall be allocated to both bidders in
proportion of 650/o and 35olo i.e. original L1 bidder shall be allocated works
amounting to 550/o of total estimated equal proportion and remaining 35olo work
shall be allocated to other bidder.
vii. Extra ltems/Deviation Items/Substituted Items and other contractual matters shall
be dealt as per provisions of Works Manual 2017 and DOP 2017.
viii. Authority accepting the tender with approval of next higher authority shall have
discretion to switch works/contracts from specific locations in case of non
peformance of contracted agencies or due to exigencies of any soft. The
contractor shall raise the bills for work done & payments shall be made accordingly.
ix. In case of any work of operational exigencies not included in the list of works, then
such works can be allocated to bidder on recommendation of committee as per (iii)
above. Work shall be awarded to bidder in queue i.e to the bidder to whom no
work is allocated. In case the works has already been allocated to all selected
bidders then in such cases the work shall be allocated to original L1 bidder. This
work shall be treated as additional work .
5. The procedure given above may be taken as the general guidelines. The system
may require some special conditions to be incorporated in the tender documents hence
further Airport specific modifications & detailing, if any, be dealt accordingly.
6. Works of pure specialized jobs which are not covered under DSR items be taken up
separately at the discretion of technical sanctioning authority in consultation with
administrative authority.
7. In case of manpower shortage for supervision of works, Engineer-in-Charge shall
have powers to engage the site engineers through outsourcing. The expenditure for the
same shall be charged to contingencies of work with prior approval of concerned GM
Engg.
B' The outcome of Annual contract system on timely award and execution of work
shall be submitted to Concemed ED Engg ,CHQ on monthly basis for appraisal of
Management.

Sub: Procedure for listing of preferred makes for use in AAI works for Civil
Engg. items.
On the basis of recommendation of the designated committee on "Standardization &
uniformity of makes/products" specified in NITs for use in AAI works, the list of
makes/products specified in the tenders shall be project specific. The following
criteria/guidelines for selection of makes/products shall be adopted:
1. The approved list of preferred makes issued by AAI from time to time shall be
provided to PMC/Engineering Consultants by the concerned CHQ/RHQ engineering
officials for various works for their consideration in the NITs.
2. Based on the above details provided, the PMC/Engineering consultant (appointed
for a particular work) shall give their recommended llst of makes to the engineering
official dealing the matter.
3. The Terms of Reference of PMC/Engineering consultant for a particular work shall
include the following:
. To ensure that'monopoly'for any item does not take place and recommend all
equivalent acceptable makes.
. To give due consideration to the makes/vendors/products from approved list of
preferred makes issued by AAI from time to time as well as CPWD.
o To give recognition to BIS approved makes,
o Preference shall be given to makes/brands manufactured near the vicinity of site
of work as well as their service centre.
. Ease of availability of the make.
r PMC/Engineering consultant may recommend any other make/brand apaft from
the approved list of preferred makes issued by AAI from time to time, to have
the benefit of market intelligence,

. The equivalent makes proposed shall be within the price range of + 10o/o as per
para 58.4.1 (r) of MI, Engineering Works Manual.
4. Thereafter, the recommended list provided by the PMC/Engineering Consultant for
a particular project shall be scrutinized by the concerned engineering officials
considering the nature of project/location/time period/past experience, etc. and
shall seek approval from the concerned ED (Engg) for cHQ schemes and GM (Engg)
for RHQ schemes. on approval of the above list, the NIT approving authority shall
speciff the manufacturers'in the tender document.
5. Thereafter, these make/brands shall be forwarded to committee Head for
..standardization and uniformity of makes/products" for updating the AAI approved
list of preferred makes.
The above procedure may be brought to the notice of all the concerned for strict
compliance.

Sub: Empanelment of Material Testing laboratories in AAI.
Extant guidelines, on Empanelment of Material Testing Laboratories, issued vide
Technical lnstiuction No. 110 dated 17.08.2016, have been reviewed and the amended
guidelines to ensure Pan-lndia Empanelment shall be followed as below:
1. The laboratory shall have accreditation as per lso/lEc-17025 from any
accreditation body having an MRA (Mutual Recognition Arrangement) with
lnternational Laboratory Accreditation cooperation (ILAC)/International
Accreditation Forum (lAF) such as National Accreditation Board for Testing &
calibration Laboratories (NABL), etc. The relevant documents of the accreditation
body to this effect shall be submitted by the laboratory to be empanelled along with
other necessary documents.
2. only those laboratories shall be empanelled who are having at least one person
with minimum qualification of BE/B.Tech (civil) with minimum 03 years' experience
in the relevant field.
3. lf any laboratory is having branches in different cities, each branch has to apply
separately.
4.Thetestingfacilitiesatanylaboratoryshallbeinaccordancewiththescopeof
accreditati6n issued by the accreditation body such as NABL' etc
5. The following procedure shall be adopted for empanelment of laboratories:
a)ThelaboratorywhichintendstoempanelitselfwithAAlshallsubmit
application to t-he General Manager (Engg) at RHQ/Project'
b)onreceiptoftheapplication,theAGM(c)/SM(c)atthatairporVregionshall
send the standard' format (Annexure-X') to the agency to provide the
necessary details (copy enclosed)'
c) The application in the standard format sent by the laboratory shall be
scrutinized and its taboratory inspection shall be undertaken with the approval
of GM (Engg) at RHQ/Project.
