This document provides guidance on the on-bottom stability design of submarine pipelines subjected to wave and current loading. It outlines three design methods: 1) a dynamic lateral stability analysis using time-domain simulation, 2) a generalized lateral stability method based on allowable displacement from a design wave spectrum, and 3) an absolute lateral static stability method ensuring stability for a single extreme wave oscillation. Safety factors are used to establish a target failure probability for lateral displacement as a serviceability limit state. Load combinations are defined for characteristic and temporary conditions based on return periods. Guidance is given on weight and resistance calculations, and a displacement design criterion of 10 pipe diameters is recommended.
