It occurs in three phases - one-to-one evaluation with individual learners, small group evaluation to test revisions, and field trials to assess changes from small group feedback. Subject matter experts, learning specialists and learners provide insights. The goal is to refine the instruction based on evaluation data to ensure the material is accurate, clear, and achieves the intended learning objectives.
